We recognise the sort of problem as being Wicked. In that it cannot be expressed as top down or bottom up. – Instead we propose a sequence in time that is strictly speaking neither top down solution or a bottom up  solution. In outlining this we recognise that the initial  phase propose  bottom up solutions while  the later part of the sequence  might be described as top down solutions – though what does this say of the problem – perhaps as is the case of Greek theatre we will have to wait until the end of our play  till we are  able to identify what the problem had been at the start
