We recognise the sort of problem as being Wicked. In that it cannot be expressed as top down or bottom up. – Instead we propose a sequence in time that is strictly speaking neither top down solution or a bottom up solution. In outlining this we recognise that the initial phase propose bottom up solutions while the later part of the sequence might be described as top down solutions – though what does this say of the problem –
